I need to find software or something that decodes IP addresses. I want to file a restraining order on this person, for threats, stalking, copyright infringement, etc.. Is there anything that will give you the persons name and city, at least?

Contact your ISP and let them know of the harassment, if you still which to have an IP Tracker/Tracer here are a few you can look into. But becareful because you could also be tracked by that person.

You can find maximum the IP of his provider. To get more informations you havce to go to the police and file an complaint about this person. If the person breaks the law then the police will react. They can ask then the provider to find the Addresse of the bad person.
