I use the Ivillage Makeover-o-matic all the time.
You can upload your own picture ( girl or boy) and put hairstyles, makeup, contacts, its great!. You have to sign up, but its totally worth it. I made over all of my friends. They all gave me pictures to do.

well i know about a site where you can dress celebrities and there is a section where you can put on makeup on them and stuff. nothing serious though. not sure if that what you looking for, but the site is not too bad.
