There are two answers to this question:
1. To decrease text size in an Internet browser, go to
View-> Text Size-> Increase/decrease
2. For the entire Operating System (Windows);
Right Click Desktop-> Properties-> Appearance (Tab)-> Drop-down Menu (the bottom one) it should say 'normal'.

Right click on the desktop
Select properties
Go to the Settings tab
On the left is a slide bar. Move it towards "more" and everything on the screen should get smaller
Apply the new setting
If not perfect, keep sliding until you find the one you like

Right Click on your desktop and go to properties. Then go to the appearance tab and at the very bottom you can change font size. Good Luck

right click on your screen, go to display modes.... you can choose true or high color... and select a larger number for your screen size. This will make more of the screen fit, hence making your text smaller...
