Pigeons, like many other birds, stay in the nest until they are ready to fly. This doesn't happen until they reach their full size, so you never see little ones. You can sometimes spot fledglings in the spring begging their parents for food.

The only birds you regularly see little ones of are birds that nest on the ground (e.g. quail) or on or near the water (e.g. ducks). Because they are hatched in unprotected areas, these young are mobile almost immediately.

The babies are born in nests made up in rafters, under bridges, etc. where they are free from harm. That is why you don't see them. When they start growing and are weened from the mother they start out on their own and they are a pretty good size and that is why you can't tell the young birds from the adult birds unless you are trained and know the breed.

You don't see baby pigeons for the same reason you don't see pigeon nests.
