Yes, you will need an external device or internal computer card that digitizes analog video - a video capture card or external video capture device. They come in a variety of flavors and ways to connect to your computer. Some are internal cards, some connect externally via USB or FireWire. They will come the software to digitize the analog video. The video will be converted to a digital format (mpeg, wmv, mov).
Having a fast computer helps since A to D conversion takes a lot of processing power. The cheaper the converter, the more power your computer needs. The more expensive ones come with more powerful chips and buffers to put less strain on your computer (does more of the work itself).

If you ask for a "data DVD" they will digitize the video tape to an uncompressed AVI file and save it to DVD (or several). If you have several DVDs to do, better to get your own digitizer, but just a few, out source it.
