the shingles are fine but that side of the garage the plywood is rotted about 4 inches up. there are no gutters on this garage never has been. can i replace the wood and renail that row of shinges to it or is there another cheap alternative to repair it? i can put my hand under the first fow of shingles(of course where the wood is rotted the nails are no longer holding). on the other side there is a cover over the plywood so that side is fine.

This is the roof over your head you are talking about. Do It right. Remove shingles an replace entire pieces of all rotted plywood, using treated wood, Re-felt, and weave in new shingles, installing drip-edge this time.
I'm guessing that you have over hanging trees in this location that could do with a little thinning out.

remove the rotted section, replace the new plywood and run snow slide down the new eave.
