I say wait as long as you can, preferably until the end of high school or beginning of college. I definitely think you should before you get married.

When you're married is about right.
However, if you're not the religious type, then when you are old enough to be able to emotionally and financially support children is when it's the right age.
If someone isn't able and/or ready to deal with having kids then they shouldn't be practicing making them. Just my 2 cents.
