I assume you mean some sort of pirating program...
Either using a Bittorrent client, of which i like uTorrent or Azureus
Or GNUtella network like FrostWire.
These are all freeware, and all of them are built on OpenSource programs.
Don't know if there are any 'Shareware' movie programs out there. just be careful with these, alot of security hazzards.
But the network can't technically be 'Shut down' on BitTorrent, considering each person shares material off of each computer. The network exists on THOUSANDS of computers... alittle hard to cut.

There is limewire, and programs like that, do a search in google! There is a program called BiTorrent, or somethin like that, you can download movies, music, and computer programs! But they did get caught and closed, but then opened bak up! So im not sure how safe BiTorrent is!!!!
