My toilet was leaking, I replaced the tank bolts, and the innards of the tank. When I did that I realized that the shut off valve TO the toilet leaks, and never really shuts off. I think I can replace it, but any advice will be appreciated. It's ruining my flooring around the toilet and the wax ring may be leaking now too.

First try tightening the neck of the valve stem seat that is directly below the handle of the valve with wrench. If that doesn't stop the leak, try turning the valve handle on and off several times to loosen up any rust that may have accumulated in the neck.
If it still leaks then you're looking at replacing the valve.
Turn off the water leading into the house, empty the toilet tank too afterwards. Then unscrew the old valve from the pipe. You should replace the line leading from the valve to the tank as well as it is a compression fitting. Be sure to use some teflon tape or plumbing compound on all of the joints to seal them properly.

not a biggie here , you need an ANGLE stop valve for HD OR Lowe"s
YOu need to hold the pipe going into the wall good , don;t want to twist it off and un screw the valve or sweat it off open the valve if you are sweating it off , It will not work with water in lines
teflon tape if you are screwing it on be sure to hold the pipe if you twist it off you are in trouble.
