I use a few drops of baby oil in a cottonball for this. Baby wipes dont work and the alcohol will only sting your eyes. It also works for waterproof mascaras. It can also be used to remove make-up from your face. Then just wipe it off with a clean tissue paper before washing with soap and water.

Mary Kay's Oil-Free Eye Makeup Remover gently removes eye makeup, including waterproof mascara, without tugging or pulling the delicate skin in the eye area. Formula does not leave skin feeling dry.

Avon's eye makeup remover that's a lotion works wonderfully. Just make sure it's the lotion one, not the oily one. That stings & didn't remove good at all.
