If Add/Remove is not working, try to find the folder in which Norton Anti-Virus is stored, and see if you can find any files that are called un-install. If all else fails, I would just try to delete all folders and files associated with it, but once again, that's ONLY IF ALL ELSE FAILS, including trying to find a un-install file.
And yes, Norton Antivirus is a incredibly horrible anti-virus, all it does it just take up room on your computer, may I suggest using Zone Labs? anyway, good luck with that.

Visit the website at http://www.symantec.com and look for the Norton Antivirus 2006 REMOVAL TOOL. This will help you to remove the parts that would not go the first time.
I would uninstall the whole Internet Security thing. Try AVG Anti-virus, great anti-virus program for FREE
http://www.grisoft.com/doc/1
Get and update several Anti-spyware solutions. I use AD-AWARE and SpyBot Search & Destroy. I use the free versions from http://www.download.com Update and run these regularly. Especially IMMEDIATELY after an upexpected pop-up.
Download and install FireFox free from http://www.mozilla.com This is a browser that is safer to use than IE. Use this for general surfing and google searching. Only use IE when you MUST have IE, such as Windows Updates.
If you have Windows XP with SP2, activate the Windows firewall and check the status. If you don't, get Zone Alarm the free version from http://www.zonelabs.com
Take these steps to keep your computer ALIVE.

Did the pc/pc no longer have already got antivirus on it? it could. do no longer uninstall AV till there is a few thing else to place in to take its place. Is very own Antivirus the call of the AV utility you put in? circulate into the administration panel > upload/do away with courses. not sure what it is called in Vista.

DO NOT JUST DELETE ALL THE FILES IN NORTONS FOLDER!!! it will not do the complex task at hand and only create more problems. Go download a uninstaller at download.com. It should handle it.
