Web sites must be designed with the visitor in mind. Don't let the IT guy do it, because then it's what works best from the IT guy's perspective.

You get about 2 seconds to convince a visitor to stay, so it better be good.

decide on a color theme.. a multi-colored website is most probably very undesirable to the eye.. but a well designed one would be great.. but a sure fire way is to decide on a color theme.. for example.. you decided on red.. then your website should mainly consist of the shades of red..(light red.. dark red.. etcetc..).. its more pleasing to the eyes that way..

Make sure your site is intuitive. Adding shiny Flash and JavaScript where it isn't necessary is another thing to avoid.
