We have been dating for about 3 weeks but I have never felt this way about anyone before and I really want him to know, but I don't want to scare him off either.

If you are still not sure about what you should do, just keep dating him untill you know that it is the right time to tell him.

Don't. Ask him how does he feel the relationship is going. When he asks why, tell him that you just feel very comfortable with him. Point out a couple of qualities that really turn you on about him and see how he responds. If you are meant to be, he will tell you some things that make him like you so much. Or you can ask how he feels about you two?
Just take your time. Enjoy life.

It is a little early, but if you have to you can say something like "I think I'm falling for you." I've heard this one more than a few times. It will work if he is falling for you too.

you should sit with him a lay everthing out on the table about how you feel about him an hell do the same a im sure if you feel this way about him then you will not run him away.OK

I would just wait a bit longer. wow 3 weeks and you love him.I dont think its love in that short of time.Be patient..sheesh.
