Civilian casualties are always regrettable. As much as reasonable possible should be done to avoid harming them. Unfortunately war is a messy business. As long as armies to not go out of their way to harm civilians there is some measure of understandability when it does happen.

In the case of Israel, they may indeed not being as careful as they could be and should revaluate of they go about attacking Hezbollah. Hezbollah at the same time has purposefully nestled its organization within populated areas. This also is unethical and is an issue of its own.

My answer would be no. This does not in any way lessen the tragedy that is occurring there. There are citizens from many countries caught in this pre-war. The best thing at the moment is to pray the innocent all are able to leave that country and that no more countries become involved.
