Get in contact with Martin Racing Performance. Find a dealer who carries their products. They are the Malaguti importer in the US, and carry several different performance products for scooters such as 70cc big bore kits, and transmission upgrades. I think the transmission kit is what you should go with so you can keep it a 49cc scooter. They usually include rollerweights, kevlar belt, clutch spring, and new clutch/pulley system. I've seen several scoots that get and extra 10-15 mph with just this upgrade. Also you would want to get a different exhaust.

If its an auomatic transmission you cant do much. the only way to make auto's faster is rev them higher or start messing around with new oversize/undersize pully combinations which is a massive amount of work for very little gain.
You can port and polish all you want but the max rpm will have to be higher to go faster. if its a chain drive you can tune motor and fit highr gearing (but I dont think so)
