This method will work, but must be used cautiously as it can be dangerous.
Do not plan to completely wash the tar off the car, but instead remove spot by spot with kerosene (or diesel fuel).
Now of course this will be a flammable liquid and so must be carefully done taking extreme care to do it outside so the vapors cannot accumulate. Also of course take extreme care so that the liquid and/or vapors cannot ignite. Using a cloth with a corner soaked with the liquid the tar will come off, but use the stuff sparingly and very carefully. When all the tar is off the a regular soap and water wash job, done yourself, not at some car wash will take care of things.

Depending on how big the spots are, I usually use a little Goo Gone to soften up the tar, and then a Clay Bar (made by Mothers). Tar spots really suck and cleaning them off usually involves things that are not so great fo the paint. If you're really concerned, it might be worth taking it to a detail shop so it gets done right.

Kerosene on a soft rag and some elbow grease. Be sure to wash your car after you get the tar off .

dip a rag in diesel and the tar will come off pretty easy, wash car afterwords with soap and water

Use mineral spirts. Put on soft cloth and rub gently over tar.
