I would not bother finding out whose number this is if I did not recognise it.It could be a link to a Premium Rate Number and cost you a lot of money. Remember the saying "Curiosity killed the cat"!

There is a small leaflet called a dialling code decoder that lists exchanges by number and then town name, it wont give you the full location but and idea where it is unless it has an 08 or 07 number then you're mucked!
available form companies at fairs and sometimes when selling you a new phone service but not from BT tho

Call it, a business always says what it is once someone answers the phone. You can also go on yellowpages.com. I believe they have a thing on their website where you can input a number.

Try typing the number into Google or another search engine, if they're a business they may have a web-site, if so it'll come up.

You can do a reverse look up on http://www.switchboard.com by inputting the telephone number.

google has a reverse lookup built into it's search engine. enter in this format: 212-123-1234. There is another reverse look up on yellowpages.com
