Actions by Israel outside the United States involving people who are not US citizens cannot be a violation of American laws-- they do not apply.
However, weapons sales may have come with conditions about their use (for example cluster bombs), and Israel may (or may not) be in violation of those conditions.

You seem to have a wrong understanding of the law. The law around arms sales is quite clear and easily understood.
One rule above all else justifies the sale of arms to the Israelis - Self defence.
The G8 group of nations has stated that the terrorist in Labanon started the present problem and Israel is entitled to act to protect itself!!!!!
Lebanon allowed Hamas to live there openly and to openly store weapons there. It allowed Syria and Iran to ship weapons and supplies in and did absolutely nothing to stop them.
When Israel was attacked it then had the right to defend itself and it's citizens and go into Lebanon and find and destroy the weapons and personnel of Hezbollah. As Lebanon was harbouring these people and weapons without making any attempt to stop it they became legitimate targets themselves.
Just to compound it they allowed Hezbollah to go on Lebanon TV in propound their message of hate.
If you think it is wrong to sell arms to Israel to defend itself then perhaps you should stop Americans buying weapons at home to defend themselves.

Israelis are putting down terrorist attackers. Any civilians caught in the crossfire are subject to "collateral damage", which always happens in war, even in punk gang-wars on our city streets. Maybe the Israelis are a little tired of being attacked, or have you not heard of the Holocaust? Let's hope any weapons provided to them by the U.S.A., or any other source, are damn good ones.

Once those weapons are sold, regardless of what is on a piece of paper regarding the 'legal' use of said weapons, they are the sole property of the buying party, and will be used as they see fit.

America has no such law. Only country i know of is Sweden who have this lame law that another country promises not to use their weapons in an offense. Their weapons are built for defensive conflits only. Duh
