How come we're aloud to use laptops and cant use mobile phones in an flying aircraft ??

It is not about electronics, it is about radio transmissions.

You can use your cell phone in 'offline' mode (can't receive calls but can play games)and
And have to disable wireless internet on your laptop if you want to use it in the airplane.

Unless connected to the internet or it's sending or receiving information, the laptop has low likelihoods of interfering with airplane instrumentation. Cell phones can receive information just by being on and that MIGHT cause a crash. There's really no way I can think of to disable the receiving function of a phone apart form turning it off.

well, to begin with, cellphone technology (called cellimetry) does not work at 35k feet, unless you have a satellite phone then you will get a signal, also cell phones erradiate signals that may disrupt the aircraf communication systems. Laptops do not erradiate such signals.

the cell phone signal interups the singals of the direction of the plane, other electronicks don't so much.
