if he is now physically a female his license will say female. there is a whole lot of legalities that are taken care of as part of the gender reassignment.

Well, if anyone making the laws have any sense, it SHOULD say the gender of the person BEFORE he/she got the sex change. By the way, there is NO SUCH THING as a "sex change". Absolute nonsense. You may look and act different, but you are still (and always will be) the gender you were born!
