I personally don't think anybody watches over how many of these charities spend their money. I am sure some are legitimate, but all it takes is one bad apple to spoil the lot.
Government to government aid does not work in this case. There has to be relief workers on site to deliver the aid directly to the people; even that is a challenge sometimes.
I wonder personally where all the billions of dollars people sent to help the victims of the Asian tsunami went.

There are. The CIA, and it goes where they want it to go. Alot of the money ends up in warlords pockets. Which is good for necons business assets in those countries.

Republican Approach: It will be wasted anyway; why watch and get upset?
Liberal Approach: It would be racist to watch how they spend the money.
Libertarian Approach: It's wrong to take money from some people (generally productive) and give it to other people (generally unproductive), regardless of how they spend it.
