the unit outside is not working, the fan isn't circulating or nothing and my house is blazing hot

If you have a window unit... toss it. Buy a new one, it will WORK and cool much better than the older one did anyway. However, if you have a central air unit you should first change the filter and then allow it to totally thaw for 24 hours. When they're dirty they freeze up and it's usually a matter of letting them thaw ans them cleaning the dirt/ dust off. Best wishes
