If she has a Spanish citizenship (from Spain) and she's in Cuba, she should have her passport with her, she'll just have to fly in a roundabout way though a third country (the Bahamas etc..).

If not, she should go to the Spanish Embassy and see about getting a passport, and maybe even asking them the best way to get to Miami.

If she has a valid passport, tell her to go to any travel agency in Cuba. Any travel agency will arrange her a connection flight from Mexico or Canada to Mia Int Airport.
