I have a 1998 Dodge 2500 Diesel, and I need to replace the signal light flasher. It doesn't work at all so I can't turn the flashers on and listen for it. I have had just about every dash panel off, and i still can't find it. If anyone can help me I would appreciate it.

in every oher vehicle i've seen, it's always close to the fuse panel inside the cab. perhaps you could purchase a flasher, and then when you have it in hand, you could look at the flasher and try to recognize the installed flasher, while you are contorted under your dash.
Autozone.com says: "SEATING AREA, DRIVER SIDE, AT THE LEFT SIDE OF INSTRUMENT PANEL ON FUSE BLOCK"

Look under the hood, behind the radiator above the wheel well
