No, it means they cant contact you, if you want them to not see your profile you must make it private, which means you'll have to make yourself 14 years old, it's the only way to make it private as far as I know.

Once you block a person from contacting you on myspace then they won't be able to view your profile cause it will tell them they are blocked from performing this action. Also when you block somebody then their messages are wiped out from you inbox also. All messages that they ever sent you will be deleted.

No it just means they cant write 2 you or see the bullintens u post

They can see your page if you blocked them, however, they cannot send you comments or read your blogs or your bulletins or post comments on your pictures.
