Try the Columbia Gorge. It is east of the mountains, so the humidity is lower. There is usually a nice breeze blowing through there as well. As far as cool...It's not as cool as the coast or Portland, but you really can't have cool and dry at the same time in Oregon.

You'd have to go more inland, but remember that being by the ocean and having as much rain and snow as they do, it will always be a little humid.

I found Hillsboro to not be as humid
