I don't understand. To my knowledge, no one is forbidden to have children, not even people under 18. In fact, no one can legally force anyone, not even a minor, to have an abortion.

Now, if you're talking about the costs of raising kids, that's another issue. In early 21st century America, thanks in large part to the Bush policies, the rich are getting richer, the poor are getting poorer. Well-paying jobs with benefits are scarcer, while the government cuts back on programs to help the poor and working-class, making it harder for low-income people to raise kids healthily and successfully. Is that what you really meant?

Personally, I don't think ANY American should be allowed to breed... but... that's beside the point.
