you can't, your pc does not support usb protocols untils the windows driver is loaded, therefore........ if you are trying to boot usb, no driver can be loaded to activate the usb ports and the machine will not boot, external scsi might be a better plan but it will be more expensive

The USB drive must be formatted as a Boot FAT partition for your computer to boot from it. Otherwise it just sees it as extra storage. As far as I have seen, the only way to do this is with a Linux program called makebootfat.

See if your BIOS supports booting into that USB drive. Depending on the BIOS you have, it may be under Advanced and Boot Sequence.

Make sure its formatted for FAT, and update the boot.ini file so that you can dual boot to USB.
