Actually, the Fair Labor Standards Act does not require employers to give employees any breaks and meal breaks. If, however, they do give breaks that are less that 30 minutes, they are required to compensate the employee for the time. Actual meal breaks are not required to be paid by the employer.

It would depend on the state you live in.
If it is indeed a county dept, call some of the local press and let them know. That's a pretty interesting story "county won't let employees have lunch".
Most states do demand that you allow employees to have a lunch break. How long it is and if it is paid or not varies, but for an 8 hour day, every human being deserves the basic human right of eating.

State laws vary. Basically this was tested at River Rouge Michigan the employer does have the right to limit lunch and bathroom breaks.
Congress repealed many Federal healthy and safety laws during the Neut Gangrige Bill Clinton Government.

In most states they are required by law to provide a lunch break if you are on the clock for 8 hours or more. Anything less than that and they are not required to provide a break.
If she is not getting a lunch and should be, she should contact OSHA.

Though laws vary by State/Province, I would think there would be laws in place making it mandatory to allow atleast a 1/2 hour (unpaid) for lunch. There should be an organization set up in your area geared to protect non-union workers in your State/Province. Check with them what the guidelines are and report the employer if he/she is not recognizing them.
