Okay, I'll give you a straight answer: Boys and girls are just starting to get to the independent learning skills in 4th grade. The best thing my son's 4th grade teacher did last year was start the classroom off making their own set of rules. They had to agree on them and they had to be fair and follow the school guidelines. That was the only 'rules' the teacher gave them. They had a discussion the first day of school and by the end of the week, they had all come up with some ideas on what the classroom rules should be.
Here are some:
Keep your hands, feet and all objects to yourself.
Don't be a tattletale!
Follow the Golden Rule.
Raise your hand before talking.
Don't talk back to the teacher - it's rude!

Future 5th graders are tough critters. My son's 4th grade teacher was AWESOME (this past year) she was strict with them, however she also taught them to use their imaginations, and to be independent. She made them understand that they are responsible for their own actions and that there are consequences for improper behavior, she loved each student for their own individuality and abilities, she brought out the best in these kids. She truly cared about them all.
