i turn it on and it will not come on its hp 9860c

assuming you have power, it's plugged in, both to the source and the CPU, and the on off switch is in the on position...The power supply is probably fried...new one about 50 bucks.
The fan for the power supply should at least run if it's not the power supply. If you can hear the fan running and you get a temporary bilp, it could be the Motherboard. A computer service center can troubleshoot it for you.

Check that you have power at the plug by plugging in something else that you know works.

If the computer makes any noise at all then goes "BEEB" and stops then you have a hardware problem. The keyboard might not be plugged in at the correct place.

If it does nothing at all then the power supply in the computer box might be defective. This is the most common problem if the computer does nothing when you turn it on.

Question for you: If your computer is not working then how did you manage to ask this question on the internet? Ummmmm?

Your power supply may be dead. That would mean it will not power up or you can check your outlet. Replug the computer into another breaker bar or outlet.

If it's the power supply, Call HP for a replacement part. Or return to HP for service.
