You have air in the pipes.
Get a plumber "bleed" them.

It sounds like the cold water faucet and toilet ballcock have bad washers. These washers can collect calcium build up and as the water passes through the washers vibrate and make the humming noise.

The pipes are probably not strapped to something within the walls or have broken a strap and the pipe is now laying on something. it stops when there is no water running because there is nothing able to make it rattle at this point.

its not air! just loose pipes that vibrate when water is moving through them. The only solution is to secure the pipes better to the studs they are running through. Its probably not worth the trouble unless you are experienced at wall repair.
