Possible an ear infection. Ask him to touch his chin to his neck. If he can't take him to a doctor because that could be meningitis. Even if it is just stiff from sleeping or a pulled muscle, with kids that young you just don't want to risk any chances.

If you're really concerned, take him to the doctor. But normally, a crick in the neck takes time and gradual motion to work out.
It could also be an infection in the inner ear canal, which may or may not come along with a fever at first.
You may want to try an urgent care facility. They are pretty good at diagnosing the problem and providing an immediate solution, whereas the doctor's office sometimes take a couple days before you can get an appointment.

Have you tried to touch his neck where he is saying it hurts ? try rubbing the muscles in his neck gently ? Have you tried a warm bath sometimes getting their minds off of it helps and the heat is easier in water the a heating pad but if you do use it don't leave it on more than 5 mins at a time.

Take him to the ER and have a spinal tap done. Not to scare you, but it could be meningitis. I think you run a real high fever with it though. I know your head and neck hurt with it. Just take him and know for sure.

Try taking him to a therapist or a massage therapy place. You also might want to try a chiropractor. But also refer to your local doctor first to just let him know what's going on.
