Oleanders are those large bushes with pink and white flowers in the medians in California. Poppies are the state flower, but they aren't used in medians.

In city limits, most medians contain grass, with a selection of annulas such as pansies, begonias, osteopspermum etc & some perennials like agapanthus, daylilies, or small boxwoods.
In the centers of state and federally managed highways in California, oleander is the most common shrub for Southern California and other plantings would be wildflowers such as the California poppy which can be sprayed on roadsides in a green solution periodically to fill in gaps. In desert areas and in Los Angeles & San Bernardino counties, iceplant and other fire-resistant plants might be used.

The best show in California is all along PCH or Highway 1.

Oleanders are actually large bushes or shrubs, can be pink, rose, reddish, peach and white.
St. John's Wort , ground cover, yellow flowers are common. Also ice plant, a succulent, deep magenta pinks , especially in Southern Ca. near the coast.

I suppose you mean in the MIDDLE of roads? Where in California?
Here is one that is very common where I live IN L.A. area.
Agapanthus, also known as African Lilies and Lilies-of-the-Nile
Tall and Purple bunches of flowers.
ALONG the freeways they use FREEWAY DAISIES and White or pink Oleanders/Oleander pospolity Nerium oleander.

Oleander shrubs are common in many areas in medians, some for many decades. You don't call it a flower, it is called a shrub.
