Um, the Order of Victory was a Soviet Union award only given 20 times.

The only non-Soviet recipients were:

* Dwight Eisenhower (United States)
* Josip Broz Tito (Yugoslavia)
* Bernard Montgomery (United Kingdom)
* Michal Rola-Zymierski (Poland)
* Michael I of Romania (the last living recipient)
