could mean different things, depending on how it's used. generally it's understood between myself and whomever i'm speaking to, but basically 'they' translates to:

the other people that we talked about earlier
those a$sholes in school
the top scientists of a certain field
congressmen
wild pandas

Or it could simply be a group of persons different in one way or another from a few or one's own self.
