Typically when fall is ending.

Pruning should be done only during the hottest time of year, late June to October and the coldest time, late November to mid February for the evergreen species of oaks. Recent research has shown that tree paint, wound dressings or sealing compounds do more harm than good. However because of the risk of oak wilt, an inexpensive light spray paint is best applied to seal the wound and at the same time allow the wood tissue to cure properly. Pruning should be performed by an arborist according to the pruning standard of the Texas Chapter of the International Society of Arboriculture.

Early Spring or anytime after the leaves fall from the tree. The tree will come back the following year with a great growth spurt.
When you trim the branches, cut them as close to the bark of the tree as possible.

My boyfriend is a professional tree trimmer, and he said that it doesn't matter when you trim your tree as long as you slant the cut so water doesn't lay on the cut, it will rot your tree. And only take 1/3 of the tree top and sides. He was wondering how big is your tree?

It easy rule of thumb is never prune or plant in any month that doesn't have an "R" in it eg. June, July, August etc. esentially spring and fall are the best times to do it.
