Or is itching what being slightly hurt is?

Itching is a mechanism your body developed for getting rid of dead skin cells on the top layer of your epidermis. If it just hurt, we might be more inclined to rub the skin, which wouldn't really get rid of anything.

Scratching gets rid of dead skin cells. It will hurt if you scratch too hard.
