Public Service requires combination of education, experience, management, and appeal.

For some Public Service positions, a smile is a hindrance ... how effective would a cheerleader type be in the FBI??? Plus, appeal is just a tiny-bit of the requirement ... if a smile was all that was needed for a good job, then my cat could be a Public Service worker ... hm mm, not a bad idea, my Tonkanese Boy cat is very clever ... I could stay home and Kitty could bring home the bacon

I think they did at one time, but there are so many cheaters out there they have learned not to trust anyone. But you smile anyway, and tell them jokes and do whatever it takes to get them to smile. It's a hard life that they have. Let them know you know that and be sure to ask them little questions like, this job must be really difficult. Remember they were chose to be tough. Sad, isn't it that it has come down to that.

Because they need jobs. Why should they be required to smile?
