I sounds to me like you found a male dobson fly (Corydalus spp.)
They are quite large as adults and the males have these very large vestigial mouthparts. They serve no real biological function other than defence. The larvae of these insects are aquatic and commonly known as hellgrammites. They are commonnly used as mimics for fly fishing in streams. The adults can be found flying around lights at night in July and August. They will mate and the females who resemble the males but lack the impressive dental work, will lay eggs on overhanging vegetation on the water's edge. The males are actually quite rare, I have been studting insects now for about 4 years and have never seen one.......good find!
I attached a picture of this creature, hope its that.
I hope I answered your question!

Could it be a type of wasp? It doesn't sound like a praying mantis, as they are not very aggressive. Try a library and look up an insect field guide.
