In your internet browser (Internet Explorer, Firefox, etc.) just click "File" then "Work Offline". When you click work offline you should get a little check mark beside it. Work online by clicking the Work Offline again.

Turn on your computer. Do not hook to the Internet or a local network. You are now working offline.

If you mean access website offline, just open your browser. When it informs you that you are offline and ask if you want to continue, tell it yes (or OK depending on browser). You will then be able to access an websites that you have saved to your hard drive or still have in the remporary Internet files from the last time(s) you were on line.

Simplest way is to unplug your Network cable (in case you are connected to internet via cable modem or to a network) or your phone cable (if you are connected to internet via phone line) from your computer. That does the trick!
