15 years, is it fair ? do you think slavery still exist in this manner..

Waiting a long time for promotion does not constitute slavery. Since I do not know you or the company you work for I cannot give specific commentary about your job. I work for a company that promotes from within when possible, but opportunities for promotion are limited due to low turnover. Simple advice is that if you feel you are being ill used by your employer change jobs.

But, do I think it's fair? It depends on the qualifications of lower level employees.

For example. Suppose you work in a hospital as an orderly. I would expect that most, if not all, of the higher officers at the hospital are people with advanced college degrees: doctors, nurses, MBA, etc. An orderly is never going to make it into upper management.

However, if you're qualified for the higher position, go start your own company or go work for a competitor and clean their clocks.
