Can Canada fine the US for acid rain, or the world fine Russia for Chernobyl? The amount of pollution in Beijing is decreasing and Shanghai is fast following suit. The government of China is paying serious attention to pollution and while expensive to implement has done a good job in many areas (I am an American living in China) and more attention should be placed on some of the less developed countries. With the completion of the Three Rivers Gorges Dam, the demand for fossil fuel will decrease, hence less pollution. But remember that the US uses 25% of the world's oil production annually and China uses only 8%...who is polluting who?

That's ridiculous seeing as California is FULL of its own pollution. If we wanted to start fining other countries or states for pollution, it would be endless and pointless. As a WORLD community the problem would need to be addressed and ALL take part in cleaning up the environment and atmosphere...don't hold your breath.
