It reaqlly depends on what you have planted.

If you have shallow rooted (less than 6-8 inches) flowers or grass, it should be watered everyday when the temp is hot and dry. It is not good for plants to have thier roots completely dry out.

If it is bushes, trees or deeper rooted flowers, they can be watered every other day or 2-3 times a week. Their deeper roots allow them to reach water deeper in the soil and so they will not dry out as fast.

The hot sun will quickly dry out the first few inches of soil, but takes much longer to dry out anything deeper.

By laying mulch down, you can help stop this drying and will have to water less as the mulch absorbs and reflects the heat and traps in the moisture in the soil.

you do not have to worry about burning your plans by watering them during the day, that is a myth. The reason you do not water in the middle of the day is that the heat causes much of the water to evapotate before it has a chance to be absorbed and so mid day watering requires much more water to accomplish the same thing.

you don't want to water it in the heat of the day it needs to be watered early in the moring before the sun comes up and late at night when the sun has went down or has started to go down. If you water it in the heat of the day it will burn it just like we do when we are in the water. and it also depends if there is a watering restriction in your town.

depends on
1.how hot the weather is
2.how big your garden is
3.what kindsa plant you've got there.

considering an average for 1&2, if you have like flowers, you'd better water them twice a day. once early in the morning and once in the evening. otherwise they may droop.
if you've got trees, once is ok too. but please be generous!!;)

Do NOT water at night, whatever you do------that is how algae and mold grow on your plants. Water in the morn if you can, as often as you can-------especially, when you see leaves drooping!
