Drunken people who are mean have emotionally problems. It is important for us to predict the degree of aggression to avoid personal physical abuse. If they have a history of aggression while drunk then it is appropriate to leave the situation. If a child can not leave it is OK to seek help at that time or later.
Sorry this is so long, but I felt it necessary to answer the question.
The posture of character is fascinating. Therefore the question is also fascinating. Our innate character is a genetic formula for survival, some good and some bad characters.
From a common quotation: "Children and drunks are honest."
Are intoxicated people really just being themselves?
A part of the brain regulates conscious and subconscious behavior. I may feel angry and want to stomp on someone, but I don't because a logical part of my brain suppresses the aggressive part, because as a sane person my brain factors in the legal and emotional consequences, preventing me from doing something I might later regret.
A person is sweet when sober, but with one beer they become belligerent. This regulatory part of the brain drops its guard when the person is drunk and unusual behaviors emerge. The behaviors may be telling about the person’s real internal thinking. We are not in control of this behavior (sober or intoxicated), until we begin to peel the layers of our fears and inhibitions through some process like living, or social interaction, therapy or drunkenness.
Many things are possible to influence character; internal and external, innate and environmental. People have gloomy histories, baggage, and issues they carry around. We all wish our parents were nurturing and did everything for our normal development, but that is total fiction. The beauty of a people is their difference of hardships and achievements. If a person has a sour character it can not be judged as good or bad.
Someone with bad behavior brings us to a point of realization that this person is acting out the past in some way to work through a stored emotion and having a beer is possibly a good thing for them, therapeutically, bringing the emotion to the surface allowing them another chance to deal with it as an adult. The emotion surfaces from something real or delusion, but the emotion and behavior becomes acceptable to them in the drunken social context of their mind. If they were sober, the emotion would be suppressed because the behavior is not acceptable for a mature adult. Displaying the emotion would bring shame and embarrassment, assessment of consequences.

Alcohol is a depressant. Probably a mean drunk is holding all their anger inside & drinking brings that all to the surface. I've heard that what you hear from someone soused is the truth.

That you are an unhappy person and drinking lowers your ability to hide it. Then when you are sober you can blame the bad behavoir on being drunk. Like that's a good excuse!!

I think it means you are depressed and dissatisfied with life, the alchohol worsens the depressed feelings and causes meanness. Thats why bars are dark and gloomy.
