Raised wheel tow hitch stuck - can't move vehicle?

Question

We are using a Terramite TSS36 (Street Sweeper) but can't move it because the brake lock is engaged - it's related to the tow hitch - it just makes a click-click-click sound. Any help would be great Thank you

if it is electrice switch that pulles a pin then maybe your pin is in a bind if it is just makeing a click, click , noise
