Saxon has some tests that are placement tests. Just go to their website and look around. I can't remember the website address, but you should be able to Google "Saxon Homeschool placement tests" and be able to get it.
If she is doing well on the material you're giving her and she and you feel that she needs more challenging work, then go ahead and move her up. That's the beauty of homeschool. You can do what's best for each individual child.

If she's homeschooled, she can move up a grade any time she wants, unless you are talking about something called "blended school" where the child learns online through the school district; if that is the case, the school district needs to administer the test.

Take her to any local school and have her tested. Schools do that. They should be able to test her and tell you what grade she should be in.
