Most DVD player software has a capture function.
It basically takes a picture of whats on screen and saves it to a file.

Then you can do whatever you want with the saved image file.

Power DVD has a facility for taking stills.. camera function. the picture can then be imported into Photoshop.

if your PC will take dvd footage via a capture card or whatever...you could simplu use Movie Maker 2 to captue a bit of footage to the hard drive...and then make a snap shot of the exact frame you required...and save that capture as a BMP or Jpeg etc....the quality of any captured moview frame for Pictures is never going to be of great quality though?

use the AVS VIdeo Tools. you can export a frame as save it into any type.
