This sounds gross but it works. Bury your dogs feces around your burning bush. Only a few inches below will do. Your dog will not want to dig there ever again. My yard looked like a war zone until I started burying our dogs feces in each hole. After digging up her own feces once, she never did it again. Good Luck!

Try cayenne pepper. It will not hurt him but he will not like it and leave them alone. This has to be reapplied after watering or rain.
