The man has two tongues but they are very close and joined together at the line of symmetry. As the other organs like ears, eyes, hands, legs etc. are away from the line of symmetry, they are two in number. You can observe a splitting tissue under your tongue. Thus two tongues joined together at this point. In case of snake, it is two as this splitting (connecting) tissues are not developed.

if you notice, most every exterior thing that we have that is "by itself", is right in the middle of our body, symetrically. I think we have only one of these items, because it is all we need, for the purpose they have. Easy as that. We need two feet, or we would lose our balance. Two hands and arms so we can lift more effectively. But we dont need to noses to smell, or two tongues to taste. Just an idea.
From the biological standpoint, when we are in the womb, we start as one cell. After that, that cell splits into an identical cell. Then those 2 cells form 2 more cells, and so on. This is why everything is symetrical. However, our internal organs are different. And I don't have a clue as to why that is. Just our exteriors are symetrical. Where things like our liver are located on the right side. And our heart is more towards the left-center.

Did you ever notice how everything you have 2 of are set on opposite sides of the body? And the things you have 1 of are all square in the middle?

That's because when your body formed in the womb, your body is worked on in 2 sections. The left side and the right side. Everything being constructed on the left side is independent of everything on the right side. That's why its amazing when you realize that your arms are the same length as each other but had to be formed without being compared to the other.

Anyway, as your body is formed, it is does symmetrically. If 1 eye goes on the left, then 1 eye goes on the right. If something is in the middle, then both sides work together to form it, like the tongue, bellybutton, and genitals.

Hope that helps.

Man is twice as eager to speak. Thus, God gave us two ears to take it all in, two eyes to look for an escape from the raving lunatic, two hands to shut the person up if there is no escape, and two legs to walk away from the mess.

Is is not only men who have only one tongue. Do you know ANY animal with two tongues? A snake with a forked tongue does NOT have two tongues, before you try to give me that example.

Why would people need a second tongue? The mouth can only hold so much stuff.

So they'll listen, watch, and work twice as much as they talk. So much for that design.
